Terminology: Adding/Modifying Concepts, CodeSystems and ValueSets

It is possible to manually maintain terminology (ValueSets, CodeSystems etc.) by using the Terminology Administration Application. As documented in the user documentation (see eHealth Applications | Terminology Administration Application), the actions that can be performed depend on status. For instance, it is not possible to remove concepts from active CodeSystem and ValueSet as these concepts might be in use. To actually remove concepts involves examining whether they are in use and possibly performing data migration. As documented, certain terminology is blacklisted, which is used to prevent changes when business logic in the infrastructure is sensitive to such.

This standard service request concerns request for terminology change, whether this is to avoid manual changes, changing blacklisted terminology, or circumventing current checks on active terminology.
